An east Mesa fitness club janitor accused of leering at a woman through partially removed ceiling tiles in the woman's locker room was formally charged with voyeurism, burglary and theft.Francisco Salgado Martinez, 21, who is in the United States illegally, is accused of performing sex acts as he observed the women in various stages of undress through the ceiling at an LA Fitness in east Mesa. He was arrested May 13.Salgado Martinez was held without bail and is scheduled to make his next court appearance July 2 before Maricopa County Superior Court Judge David Talamante. "The alleged misconduct is repulsive and unlawful and will not be tolerated," County Attorney Andrew Thomas said in a statement.
